Bulk action: marks every ASSIGNED-source welcome task that is not yet COMPLETE (i.e. ASSIGNED or IN_PROGRESS) as USER_CANCELED for the current user, recording that the user has abandoned the onboarding checklist. SELF_INITIATED tasks (organically started via domain events) and COMPLETE tasks are left untouched, and no new tasks are created. Idempotent: re-running when nothing is eligible is a no-op. Always operates on the authenticated principal.
