Transitions a welcome task to IN_PROGRESS for the current user. Allowed for every welcome task EXCEPT the single-action UI-completable ones (e.g. monitor-sessions), which have no IN_PROGRESS phase. The UI uses this to HINT progress; backend domain events still drive the final COMPLETE transition. Idempotent: re-marking an already-IN_PROGRESS task refreshes updatedAt only, and a task already at COMPLETE is not regressed.
