Publish a workflow draft version

https://api-us.streamline.intellistack.ai/v1/published-workflows

Makes a draft available for new workflow sessions. Provide workflowId to publish the workflow’s active draft, or workflowVersionId to publish a specific draft. Publishing replaces the workflow’s previously published version but does not change sessions that already started.
